Apparently, somebody in the EBISS2009 conference committee is a frequent reader of the Schlangemann Blog. Today I found the following note on the conference website:

Dear IEEE,
since Herbert Schlangemann published an award-winning paper at the CSSE conference in December 2008, he is an expert in all areas of science. That is what the organizers of the "3rd International Conference on Bioinformatics and Biomedical Engineering (iCBBE 2009)" might have thought when they asked Dr. Schlangemann to review several papers for their conference. And they did not only ask Herbert Schlangemann, but they wrote emails to Mr. "Die Himmel ist schön" and Dr. "Liu Laoshi". For those of you who don't know about these outstanding researchers, they were named during the submission of "Towards the Simulation of E-Commerce" as potential reviewer and found their way to a reviewer list.

"Dear Die Himmel Ist Schoen:
The 3rd International Conference on Bioinformatics and Biomedical Engineering (iCBBE 2009) will be held on June 11-13, 2009 in Beijin, China. The paper review process has been started, and we cordially invite you to review some of the manuscripts. [...]"

Is this your regular way of selecting reviewers for your conferences? Remember, you call yourself "The world's leading professional association for the advancement of technology". How could somebody like Mr. "Die Himmel ist schön" possibly do a review for an IEEE supported conference?

We just want to give you the opportunity to read one of the masterpieces we've received for review. For those of you who don't believe us, this "paper" was really submitted to the iCBBE2009 conference with the intention of being published in the IEEEXplore database. Please apologize if we offer it online and violate your copyright regulations, but there was no note for the reviewer to keep it confidential.

Title: DIAGNOSTIC TESTS OF FACIAL PORTRAITS BY CCD CAMERA.

Abstract: AIM: To prove the individual discrimination by facial portraits seems to be well practicable by using CCD camera. OBJECTIVES: At daily clinical diagnostics test, it is very important to judge whose each specimen it is.Incase of performing individual discrimination of specimens,we can think that it is good to photograph faces in order to discriminate individuals of test subjects.So just by investigating the changes by making facial portraits by photographing faces with CCDcamera,by discriminating individuals and by including simple photographing systems in personal computers to determine wheather individual discrimination of judged specimens succeeds to be practicable. METHODS: It can be performed by joining CCD camera with personal computers,through softwares that took in portraits,by taking in portraits,by adjusting shades of portraits to signals,then by dividing it in two kinds,.By letting indicate that 1.shadowy directions were ¡°1¡±. 2.Light direction were ¡°0¡±. Then by forming a line of both ¡°0¡± and ¡°1¡± and by including systems that express facial portraits by both ¡°0¡± and ¡°1¡± in personal computers. RESULT: As a results of expressing the man¡¯s facial portraits by shades of both ¡°0¡± and ¡°1¡±,man¡¯s facial portraits formed a line of shades of both ¡°0¡± and ¡°1¡± and at the both the same man and the same position,in comparing the first time with the second time,coincided almost closely.But when photographing position changed,somewhat slipped out rows of both ¡°0¡± and ¡°1¡±And when man changed as well,somewhat slipped out rows of both ¡°0¡± and ¡°1¡±. CONCLUSION: By using CCD camera,individual discrimination by facial portraits seems to be well practicable.Therefore by using cellular phones as well,individual discrimination seems to be well practicable.At clinical diagnostic tests,if we introduce these CCD camera,ondividual discrimination of specimens seems to be effectively practicableby using that of this facial portraits."

It seems that none of the organizing committee members has ever opened the document before sending it to the reviewer. Since we have a significant number of papers for review, we keep the names and titles confidential. We suggest you, dear IEEE, to stop the support of all HighSci, ICBBE, IARIA and so forth conferences and to remove all such papers from the IEEEXplore database which have been published before.

Another fake paper has been accepted for publication and oral presentation

Dear IEEE,
we just want to inform you that another paper by Herbert Schlangemann titled "PlusPug: A Methodology for the Improvement of Local-Area Networks" has been accepted for oral presentation at the "2009 International Conference on e-Business and Information System Security (EBISS 2009)". Similar to the CSSE conference, the paper will be published in the Conference Proceedings by the IEEE Press, which will be included in IEEE Xplore and indexed by EI Compendex.

Abstract: "DHCP and Internet QoS, while robust in theory, have notuntil recently been considered compelling. In fact, few hackers worldwide would disagree with the exploration
of multicast applications, which embodies the confusing principles of robotics. In order to fulfill this mission, we introduce a scalable tool for evaluating Internet QoS (PlusPug), which we use to prove that digital-to-analog converters and XML are regularly incompatible."

Actually this incident is even worse than the previous paper because the paper has been accepted for oral presentation. Here is the acceptance notification and the review result (Take a special look at the rating in the PDF file):
"Accepted. Topic of this paper is related to this conference. This paper mainly studies on a methodology for the improvement of local-area networks. The author introduces a scalable tool for evaluating Internet QoS(PlusPug), which the author uses to prove that digital-to-analog converters and XML are regularly incompatible. The author’s work is suggestive, and the point of view deserves researching. Figures in this paper seem exact, which makes this paper more convictive. There is no major modification opinion, only please pay more attention to Englishgrammatical rule and format your paper according to the template provided by conference homepage. We look forward to seeing you in EBISS2009."

After one sleepless night without having Herbert Schlangemann listet in the IEEE Xplore he is back on track now. However, the original abstract and paper have been removed due to the following reason:

"This submission has been found to be non-compliant with IEEE publishing principles and has been removed from IEEE Xplore."

Too bad. Now we wait for some kind of statement from the IEEE. Hopefully they don't keep quiet about this incident. However, when you search from the main IEEE website you can still find some traces that Schlangemann has been there ;-)

A search in the IEEE Computer Society Library says: "This paper has been deleted" without any further comment:

Naturally, it was not our intent to discredit IEEE in general and CSSE in particular. And we do not want to discourage submission to the 2nd CSSE conference which will be held in Shenzhen, China in 2009 or to the 3rd one 2010 in Changsha, China.

However, we think that our "work" has shown that not only the individual scientific paper needs a thorough review: Also scientific conferences and journals should undergo constant quality inspection. Already with this one "probe", we could pinpoint blatant weaknesses in the current review and publication process. And we hope, that we could help both the conference organizers and IEEE to improve their standards.

And to those conference organizers who keep on sending out millions of call-for-paper SPAM emails: Please let it be! Otherwise Herbert Schlangemann might interpret them as for call-for-spam mails!

400$ for a rubbish paper?

After we were all so excited about the acceptance of Herbert Schlangemann's paper we had to face the truth that there is a 400US-$ conference fee. Even my request if we really need to pay the fee resulted in the following answer:

So what to do? Drop the whole thing or bite the bullet and pay 400$? We decided to pay. During the next week we collected some money and wanted to register for the conference. But... Yes there is a but. The payment system was only in Chinese and didn't work out for us. Furthermore there was an error message we couldn't understand in the beginning "通知. 尊敬的环迅用户：　因系统升级，深圳发展银行与2008年8月15日16：00至8月20日暂停网上支付。由此给您带来的不便，敬请谅解". If you are not familiar with Chinese characters, it means something like the system is not running at the moment. Please try again later.

So we contacted the conference team and they told us to try it again a couple of days later. But still, no way for us to pay the fee. More days passed by and we wrote another email. And another email and another email. Finally we received the following reply:

This paper presents cooperative technology and classical Communication. In conclusion, the result shows that though the much-touted amphibious algorithm for the refinement of randomized algorithms is impossible, the well-known client-server algorithm for the analysis of voice-over- IP by Kumar and Raman runs in _(n) time. The authors can clearly identify important features of visualization of DHTs and analyze them insightfully. It is recommended that the authors should develop ideas more cogently, organizes them more logically, and connects them with clear transitions.
